Tóm tắt

Bài viết trình bày về mô hình đại học vùng, những khó khăn và thách thức đối với đại học vùng trong bối cảnh tự chủ đại học ở Việt Nam. Bài viết sử dụng phương pháp nghiên cứu tài liệu thứ cấp và phương pháp chuyên gia. Kết quả nghiên cứu cho thấy có nhiều khó khăn và thách thức đối với đại học vùng khi mà các trường đại học thành viên có quyền tự chủ theo Luật Giáo dục đại học. Điều này dẫn đến việc các đại học vùng chưa phát huy được tiềm lực về vị thế và nguồn lực dùng chung của mình. Từ đó, bài viết đưa ra một số kiến nghị và đề xuất về cơ chế, chính sách, điều kiện thực hiện nhằm tiếp tục triển khai có hiệu quả mô hình đại học vùng. Đặc biệt, bài viết đề xuất nâng cấp các đại học vùng thành đại học quốc gia, trao quyền tự chủ cao hơn và từng bước xóa bỏ bộ chủ quản đối với đại học vùng.
