Tóm tắt

Trong hai thập kỷ qua, tỉnh Thái Nguyên (Việt Nam) và tỉnh Gyeongsangbuk (Hàn Quốc) đã xây dựng quan hệ hợp tác cấp địa phương toàn diện trên nhiều lĩnh vực. Bài báo phân tích tiến trình, kết quả và ý nghĩa của mối quan hệ này, đặc biệt tập trung vào mô hình làng kiểu mẫu Saemaul trong phát triển nông thôn. Trên cơ sở phân tích tài liệu và dữ liệu thứ cấp, nghiên cứu chỉ ra rằng hợp tác đã mang lại nhiều thành tựu rõ rệt: thúc đẩy tăng trưởng công nghiệp, giảm nghèo nông thôn, mở rộng cơ hội giáo dục và giao lưu văn hóa. Đồng thời, mô hình còn góp phần nâng cao năng lực thể chế, cải thiện quản trị địa phương và phát huy vai trò cộng đồng. Kết quả nghiên cứu khẳng định mô hình Thái Nguyên - Gyeongsangbuk là minh chứng điển hình cho vai trò ngày càng lớn của hợp tác địa phương trong ngoại giao đa tầng và phát triển bền vững, đồng thời cung cấp bài học có thể nhân rộng cho các địa phương khác. Kết quả nghiên cứu đồng thời cũng đóng góp bằng chứng thực nghiệm và hiểu biết lý thuyết cho nghiên cứu về hợp tác địa phương.
