Tóm tắt
Bài viết phân tích quản lý đào tạo giáo viên theo hình thức vừa làm vừa học nhằm đáp ứng yêu cầu bảo đảm chất lượng trong bối cảnh đổi mới giáo dục phổ thông. Nghiên cứu hướng đến hệ thống hóa cơ sở lý luận, khung pháp lý, kinh nghiệm thực tiễn và đề xuất mô hình quản lý dựa trên khung Bối cảnh - Đầu vào - Quá trình - Đầu ra kết hợp chu trình Lập kế hoạch - Thực hiện - Kiểm tra - Hành động. Về phương pháp, nghiên cứu sử dụng phân tích - tổng hợp lý thuyết và so sánh đối chiếu trên nguồn tài liệu quốc tế, trong nước và các văn bản pháp lý hiện hành. Kết quả cho thấy khung pháp lý về bảo đảm chất lượng trong vừa làm vừa học đã khá đầy đủ; mô hình Bối cảnh - Đầu vào - Quá trình - Đầu ra mở rộng kết hợp chu trình Lập kế hoạch - Thực hiện - Kiểm tra - Hành động có tính khả thi; các công cụ như công nhận kết quả học tập trước, hệ thống quản lý học tập, hồ sơ năng lực và khảo sát đa nguồn giúp nâng cao minh bạch, hiệu quả quản lý. Nghiên cứu khẳng định quản lý vừa làm vừa học theo tiếp cận bảo đảm chất lượng vừa đảm bảo chuẩn hóa, vừa duy trì linh hoạt, góp phần phát triển đội ngũ giáo viên đáp ứng yêu cầu đổi mới giáo dục phổ thông.
