Tóm tắt

Nghiên cứu này nhằm phân tích hiệu quả của các chính sách giáo dục đối với việc cải thiện cơ hội tiếp cận và duy trì học tập đối với nhóm học sinh dân tộc thiểu số có khó khăn đặc thù ở khu vực miền núi phía Bắc Việt Nam. Dữ liệu nghiên cứu được phân tích từ các kết quả điều tra về thực trạng kinh tế - xã hội của các dân tộc thiểu số có khó khăn đặc thù: Lô Lô, Pà Thẻn, Cống, Lự. Kết quả cho thấy chính sách hỗ trợ ưu tiên tuyển sinh, hỗ trợ học tập đã góp phần nâng cao chất lượng giáo dục, duy trì kết quả phổ cập giáo dục, tuy nhiên còn những hạn chế trong việc đảm bảo tiếp cận giáo dục có chất lượng cho các dân tộc thiểu số có khó khăn đặc thù và cần có giải pháp để giải quyết những thách thức này. Các chính sách cũng được đánh giá là chưa đồng đều giữa các địa phương và chưa đáp ứng đầy đủ nhu cầu của nhóm có khó khăn đặc thù, để đảm bảo cơ hội tiếp cận công bằng về giáo dục đòi hỏi các chính sách hỗ trợ cần tăng cường nguồn lực, cải thiện cách thức triển khai và nâng cao tính phù hợp văn hóa nhằm đảm bảo cơ hội học tập thực sự công bằng cho học sinh dân tộc thiểu số có khó khăn đặc thù.
