Tóm tắt


Quy hoạch các khu vực cho phát triển dự án điện gió là vấn đề quan trọng đối với quá trình chuyển dịch năng lượng ở Việt Nam. Hiện nay, các chủ đầu tư thường phải chủ động trong việc xác định các khu vực có tiềm năng, sau đó xin cấp phép từ các cơ quan quản lý. Đây là công đoạn gây ra nhiều tốn kém về cả chi phí và thời gian để thực hiện. Bài báo này đề xuất một mô hình đánh giá tiền khả thi đối với trang trại điện gió trên đất liền. Mô hình dựa trên phương pháp kết hợp dữ liệu Global Wind Atlas và các dữ liệu thông tin địa lý để xác định trực quan các khu vực có tiềm năng. Các dữ liệu này được xử lý và thể hiện trên phần mềm nguồn mở QGIS. Các kết quả thu được khi áp dụng với khu vực xung quanh tọa độ (11°26'26,4"N; 108°52'57,9"E) tại xã Thuận Nam, tỉnh Khánh Hòa cho thấy vị trí này có tiềm năng lớn để phát triển trang trại điện gió. Ngoài ra, một tính toán sơ bộ cho thấy chi phí năng lượng bình quân đối với sản xuất điện gió tại khu vực này vào khoảng 1.300 VNĐ/kWh. Đây là một giá trị tham khảo đối với các cơ quan quản lý, chủ đầu tư và các bên liên quan trên thị trường năng lượng tại Việt Nam.
