Tóm tắt


Bài viết làm rõ quá trình thể chế hóa chủ trương xã hội hóa giáo dục của Đảng từ năm 1998 đến năm 2024 và tác động của chủ trương đó tới sự hình thành, phát triển hệ thống trường phổ thông ngoài công lập ở Hà Nội. Trên cơ sở phương pháp lịch sử và lôgíc kết hợp phân tích - tổng hợp, thống kê, so sánh, sử dụng nguồn văn kiện Đảng, văn bản pháp luật và số liệu thống kê chính thức, bài viết phân kỳ quá trình phát triển thành ba giai đoạn: hình thành và định hình loại hình (1998-2008), chuẩn hóa và mở rộng quy mô (2008-2019), hoàn thiện thể chế và khẳng định vai trò (2019-2024). Kết quả cho thấy mỗi bước hoàn thiện chính sách đều tạo một làn sóng phát triển mới của khu vực ngoài công lập: từ một trường dân lập đầu tiên năm 1989, đến năm 2025, Hà Nội đã có hơn 100 trường tư thục bên cạnh khoảng 119 trường công lập, đảm nhận tỷ trọng đáng kể trong tuyển sinh đầu cấp. Nghiên cứu khẳng định vai trò định hướng của chủ trương, chính sách của Đảng đối với thực tiễn giáo dục và rút ra một số kinh nghiệm nhằm tiếp tục phát triển bền vững giáo dục ngoài công lập ở Thủ đô trong giai đoạn mới.
