Tóm tắt

Trong những năm qua, các quy định về đào tạo và sát hạch cấp giấy phép lái xe ô tô tại nước ta đã liên tục được thay đổi. Tuy nhiên, những thay đổi này có giúp nâng cao chất lượng hay không thì vẫn còn là một câu hỏi. Bài viết này phân tích và thảo luận về một số bất cập trong quản lý nhà nước về đào tạo và sát hạch cấp giấy phép lái xe ô tô tại nước ta, bao gồm các quy định về chương trình đào tạo, thiết bị, phương tiện phục vụ đào tạo, giáo trình, tổ chức đào tạo, giáo viên và sát hạch lý thuyết, thực hành. Chúng cho thấy công tác quản lý nhà nước đã không dựa trên lý luận về giáo dục nghề nghiệp và các kết quả nghiên cứu khoa học. Điều này làm cho các chương trình đào tạo lái xe ô tô và mô tô, cũng như cơ sở đào tạo lái xe khó mà đạt được kiểm định chất lượng giáo dục nghề nghiệp hiện hành. Đồng thời cũng lạc hậu so với đào tạo và sát hạch lái xe ô tô trên thế giới. Với tình hình tai nạn giao thông đường bộ hiện nay, việc kịp thời sửa đổi và hoàn thiện một cách có hệ thống những bất cập này là rất cần thiết.
