Tóm tắt
Trong hệ thống giáo dục quốc dân Việt Nam, giáo dục phổ thông được nhìn nhận như một bậc giáo dục có tầm quan trọng đặc biệt, vừa là “bản lề” vừa là “xương sống” của nền giáo dục. Giáo dục phổ thông nhằm phát triển toàn diện cho người học về đạo đức, trí tuệ, thể chất, thẩm mỹ, các kỹ năng cơ bản, phát triển năng lực cá nhân, năng động, sáng tạo; sự hình thành nhân cách con người Việt Nam xã hội chủ nghĩa và trách nhiệm công dân; chuẩn bị cho người học tiếp tục học chương trình giáo dục đại học, giáo dục nghề nghiệp hoặc tham gia lao động, xây dựng và bảo vệ Tổ quốc. Trong giai đoạn 2015-2020, trên cơ sở quán triệt đường lối của Đảng, vận dụng vào thực tiễn địa phương, Đảng bộ tỉnh Hà Tĩnh đã tập trung lãnh đạo, chỉ đạo phát triển giáo dục phổ thông tỉnh nhà. Bằng phương pháp lịch sử và phương pháp lôgic, kết hợp với phương pháp tổng hợp, thống kê, so sánh, bài viết làm nổi bật chủ trương và kết quả đạt được trong quá trình Đảng bộ Hà Tĩnh lãnh đạo phát triển giáo dục phổ thông. Kết quả nghiên cứu khẳng định tính đúng đắn, sáng tạo của Đảng bộ Hà Tĩnh trong lãnh đạo phát triển giáo dục phổ thông; đồng thời, đưa ra một số giải pháp khắc phục những hạn chế nhằm tiếp tục phát triển giáo dục phổ thông trong thời gian tới.
