Tóm tắt
Bài viết trên cơ sở tổng hợp, phân tích các bài viết, làm rõ các vấn đề liên quan đến việc thực hiện tự chủ và trách nhiệm giải trình tại các cơ sở giáo dục đại học ở Việt Nam. Mục đích nghiên cứu cung cấp bức tranh toàn diện về năng lực tự chủ và trách nhiệm giải trình ở các cơ sở giáo dục đại học Việt Nam hiện nay. Bài viết sử dụng phương pháp thu thập dữ liệu, tổng hợp các bài viết, công trình nghiên cứu, điều tra thu thập xử lý số liệu thứ cấp cùng phương pháp phỏng vấn sâu cùng nhóm nghiên cứu liên quan đến vấn đề tự chủ đại học và trách nhiệm giải trình xã hội. Kết quả nghiên cứu cho thấy, khái quát bức tranh về năng lực thực hiện tự chủ và trách nhiệm giải trình xã hội tại các cơ sở giáo dục đại học ở Việt Nam đã thực hiện thí điểm cơ chế tự chủ đại học bắt đầu từ năm 2014 và các cơ sở giáo dục đại học chưa tự chủ. Đặc biệt, bài viết cung cấp cơ sở để các cơ quan quản lý giao quyền tự chủ và trách nhiệm giải trình xã hội đối với mỗi cơ sở giáo dục đại học ở các mức độ khác nhau đảm bảo sự phù hợp, hiệu quả và khả thi.
