Abstract


The teaching staff is considered a decisive factor to the quality of training, as well as a requirement to meet the standards of higher education institutions in the current period. The Law on Higher Education 2012, the Law amending and supplementing a number of articles of the Law on Higher Education in 2018 and the Government's guiding decrees create a legal corridor on higher education institutions’ autonomy and social responsibility for managing and developing their teaching staff. This paper studies the theoretical basis and policies on university autonomy, teaching staff development and the current situation at Thai Nguyen University. The methods of primary and secondary data collection, survey method, expert method, data analysis and synthesis were used. The results show that the development of teaching staff at Thai Nguyen University has achieved many important achievements recently, contributing to an increase in the percentage of lecturers with doctorate degrees to 35.6% compared to the total number of lecturers. This practical significance will help higher education institutions in general, and Thai Nguyen University in particular have appropriate solutions to develop teaching staff in the context of university autonomy.
