Bài báo phân tích chính sách phát triển nhân lực của Chính phủ Việt Nam từ năm 1986 đến nay nhằm đạt được 2 mục tiêu: (1) xác định các giai đoạn phát triển nhân lực và (2) nêu ra đặc điểm của từng giai đoạn. Các chính sách liên quan đến nhân lực tại Việt Nam được phân tích theo từng giai đoạn và đối chiếu với các giai đoạn trước và sau đó. Kết quả của sự phân tích cho thấy rằng, nhân lực Việt Nam được phát triển theo 4 giai đoạn với 6 đặc điểm. Bài báo kết luận rằng trong khi lý thuyết phát triển nhân lực hiện tại tập trung giải thích việc tính toán giữa lợi ích và chi phí, nhưng quá trình phát triển nhân lực Việt Nam chứng minh rằng việc đầu tư vào du học và di cư của cá nhân không hoàn toàn tạo nên tài sản cá nhân mà nó có thể trở thành nguồn tài nguyên biểu trưng cho xã hội.
