Abstract

This study aims to propose a scientific competency framework for students in STEMS education, addressing the current need for developing scientific competencies in education. To achieve this objective, the study employed the Delphi method to gather opinions from experts in the field of science education through two rounds of surveys, with 50 experts in the first round and 45 experts in the second round. After two iterations, the scientific competency framework was finalized with 6 component competencies and 24 behavioral indicators: Identifying societal needs and determining the scientific problems to be solved; Proposing ideas/solutions based on known knowledge and skills; Designing according to the proposed ideas; Experimenting with the design; Evaluating and revising the design; Acquiring knowledge and assessing the value of the acquired knowledge. This study contributes to the development of a scientific competency framework for students, thereby enhancing the ability to apply knowledge and providing a useful tool for science education in the context of globalization.
