ASSESSMENT OF COMPLIANCE WITH TIMBER LEGALITY DEFINITION AT HOUSEHOLD LEVEL IN HOA BINH PROVINCE

Study assessed the current status of complying with timber legality definition of two groups in Hoa Binh province. For plantation and timber harvest households, 94% households know about timber harvest regulations; 76% households have land use rights; 28% households have forest harvest plan; 18% know they need to have VAT bill; 24% have papers checked by forest ranger; however, very few households keep their harvest papers (28%). For timber processing households, only 14% households participated in trainings about wood harvest and transport regulations; very few households participated in trainings about forest plantation, forest fire prevention (2-4%), and no households know about FLEGT/VPA; 20% households do not have business permit for timber processing; 34% households meet the demands of safety and fire management regulations; 38% households keep their timber monitoring books; and only 28% keep their timber trade books. It can be seen that the level of meeting legality definition at household level is quite low for both groups.
