FACTORS AFFECTING HUMAN RESOURCE DEVELOPMENT OF BAC NINH PROVINCIAL GENERAL HOSPITAL

Abstract


The research aims to analyze some factors affecting human resource development of Bac Ninh General Hospital. The research subjects are civil servants of Bac Ninh General Hospital. With the descriptive research method, cross-sectional research design, the research results show that some factors affecting human resources of Bac Ninh General Hospital include Remuneration policies (92.6%); Facilities, working equipment (64.7%); Working environment, human resource arrangement (30.8%); Training and promotion opportunities (28.9%) and other factors (1.0%). The State's policies and remuneration for medical staff are not satisfactory: Direct allowance regime (52.9%); Salary regime (47.5%); Special allowance regime (43.5%); Hazard allowance regime (41.7%); Responsibility allowance regime (27.9%). Some necessary factors are proposed to ensure and maintain human resources, including Satisfactory treatment regime (96.3%); Adequate facilities and equipment (81.7%); Good working environment (80.4%) and Opportunities for training and improving professional qualifications (72.2%). In conclusion, the remuneration policies for medical staff have the greatest impact on maintaining and developing hospital human resources, accounting for 92.6% to 96.3%.
