ENVIRONMENTAL CONFLICT IN CHAY RIVE’S WATE USAGE – THE SECTION THAT PASSSES THROUGH LAO CAI PROVINCE

Abstract


There’s always contradictions and conflicts in using resources to develop the economy. River Chay, which flowed across Lao Cai province, has many favorable conditions for tourism development, hydropower, mining. The development of any sector has more or less negative impacts toward the existence of others, this is called conflict and conflict. Overall approach and methods of collecting, analyzing and processing data identified three major conflicts: between hydropower and irrigation; reservoir and mineral exploitation; river damming and ecotourism. All three types of conflicts are caused by uneven distribution of water resources in space and time, asynchronous planning, lack of interdisciplinary management. In order to minimize and proceed to resolve the conflict, the paper recommends the implementation of a number of solutions from the mechanism and policies to the planning and improvement of the level of management and exploitation of water resources.
