IMPROVING THE QUALITY OF STAFF IN NHU CO COMMUNE, CHO MOI DISTRICT, BAC KAN PROVINCE

Abstract

Officers and public servants of communes are the base staff and direct contact of the people to undertake the task of local authorities. Efficient operation of the government depends largely on the quality of the staff and employees of communes. Over the years, its staff, officers and public servants as far as having, Cho Moi district, Bac Kan province has been strengthened in many aspects: political quality, professional qualifications, and state management capacity. However, besides the gain, overall quality, qualifications of officers and public servants of communes the staff do not really meet the requirements of the new era. So, this paper was focused on improving the quality of officers and public servants of communes, especially key staff is making breakthrough in improving the operation of the local authorities there.
