FACTORS AFFECTING THE DEVELOPMENT OF MEDICAL INSURANCE IN LUONG SON DISTRICT, HOA BINH PROVINCE

Abstract

The aim of the research is to evaluate the reality of development of massive medical insurance in the area and analyze the factors that impact the development effectiveness of the policy. It is carried out basing on the survey with 90 research subjects who subscribe the insurance in Luong Son District, Hoa Binh Province. The research findings show that the coverage percentage of massive medical insurance until December, 2017 was 89.61%. Also, 6 main groups of factors impacting negatively the implementation of the insurance policy in the area are listed, namely: (1) factors related to the local authority’s participation; (2) factors related to the propaganda activities; (3) factors related to ability of insurance staffs; (4) factors related to the quality of the local medical services; (5) factors related to procedures of the field; and (6) factors related to the local people’s finance. From the research findings drawn, the researchers suggest several solutions in order to improve massive medical insurance in the district.
