RESEARCH THE CONTRIBUTION OF CITYZENS TO IMPLEMENT THE IMFRASTRUCTURE CRITERIA FOR NEW RURAL PROGRAM IN PHU LUONG DISTRICT, THAI NGUYEN PROVINCE

Abstract

Using data collected from 120 households involved in infrastructure construction and methodologies that use theoretical frameworks to find links between public and private sectors, the article study the participation of people in implementing criteria of infrastructure - new rural construction program in Phu Luong district. The results show that people have been involved in construction survey, construction supervision and acceptance of traffic works, cultural houses and cemeteries with a high rate of 40% to 100%. At the same time, the design and construction activities of village and commune construction works are not included in all households. The contribution of the community to the construction of infrastructure is mainly labor (45% to 80%) and cash (10% to 78%) depending on each project. The paper also proposes a number of measures to improve the role of local people in implementing infrastructure criteria for new rural development in Phu Luong district, Thai Nguyen province.
