Abstract


Emulation and commendation work has a very important and significant role in higher education unit as well as any organization. It is the driving force for development, and a measurement method of managers to carry out the tasks of organization in order to encourage and motivate members to enthusiastically work for getting the achievements. Over the years, the assessment, classification and emulation and reward employees of the University of Information Technology and Communications is concerned, assessed annually or irregularly. However, there are still many shortcomings, especially when it can not properly assess the achievements of individuals and units. By analyzing, surveying and collecting opinions, the authors concretized and quantified the achievements as well as violations of officials, employees and units in order to develop 03 sets of emulation criteria for 03 target groups. The results will be a basis for the emulation and commendation to be more accurate, effective, and fairer for all individuals and units in the university; and it can be a reference basis for other educational institutions.
