HUMAN RESOURCE PRACTICES AND QUALITY OF SERVICE AT VOCATIONAL SCHOOLS IN NINH BINH PROVINCE, VIET NAM

Abstract


This study aims to evaluate the human resource management (HRM) practices for Vocational School in Ninh Binh Province, Viet Nam. The survey was carried out on the sample of 468 respondents, including 400 workers and 68 managers, who are the staff of vocational schools in Ninh Binh province. Seven aspects of the HRM practices in vocational schools were asked in the survey, including the implementation planning of the vocational training, the organization and management, division of works, the relationship between the components involved in vocational training, vocational training report, supervision, and financial control. It was found that there are differences in the respondents’ perceptions on some of the aspects of the HRM practices in vocational schools, depending on the respondents’ personal profiles such as their working positions, age, number of years in service, and monthly incomes. In general, the students are only satisfied with the implementation planning of the vocational training. The other aspects of the HRM practices need more improvements to satisfy the students. The regression results do show evidence that these aspects of the practice have statistically significant and positive associations with the students’ satisfaction. The quality of service of the vocational schools is also positively associated with students’ satisfaction. The students are relatively satisfied with the services, including the staff service, the acquired knowledge, the acquired skills, the learning resources, the administration and personnel, the infrastructure, and the community service. An improvement in any of these aspects of the vocational schools’ service quality can increase the students’ satisfaction.
