THE HUMAN RESOURCE DEVELOPMENT STANDARDS AND PRACTICES IN THE COLLEGES IN KHANH HOA PROVINCE

Abstract


The study was carried out using a descriptive research design. It involved 253 respondents randomly selected from a population of 690 senior teachers and managers coming from the six colleges in KhanhHoa Province. The survey data were gathered using a combination of questionnaire and interview. The data analysis and evaluation were done using excel and SPSS software.  To enhance the reliability of the analysis, the research made use of some statistical tests such as frequency and percentage distribution; average value and comparative value method, and one - way analysis of variance (ANOVA). In so far as meeting the faculty development standards, the study revealed that teachers have mastered quite well and apply basic knowledge in teaching. However, the application of specialized knowledge and theory into practice is weak. The educational qualifications of the teachers is still low, for example, the colleges are far from meeting the required 25% threshold for lecturers having doctoral degrees as they achieved only 1.3%. The teachers’ capacity to publish articles in prestigious national scientific journals and international journals and the ability to hold scientific seminars and critiquing of scientific works is still low  which requires the management to rethink seriously of improving the competencies and the academic preparations of the college lecturers.
