Abstract


The study used the interview method by questionnaires to collect data from 480 farmer households and PRA interviews with 12 groups of farmer households in 6 provinces representing the Northern mountainous region on access to and implementation of policies related to economic development of farmers in the direction of commodity production. Research results have shown that farmers' access and understanding of policy groups related to improving production capacity and linking agricultural product consumption is not high. The implementations as well as the impact of the policies are assessed mainly at medium level. Based on the research results, the study recommends that all levels of government should disseminate policies in various forms. The promulgation of guiding documents should be more specific, simple and concise so that farmers can easily grasp the main content of the policy and apply it to production for better production and consumption of products.
