TOTAL QUALITY MANAGEMENT AND ORGANIZATIONAL PERFORMANCE OF GARMENT ENTERPRISES IN HO CHI MINH CITY

The research examines the relationship between total quality management (TQM) practices of garment enterprises and organizational performance (OP) of these businesses in Ho Chi Minh (HCM) city. In this study, the six TQM principles including the role of top management commitment, customer focus, people management, supplier quality management, continuous improvement and process management utilized to conceptualizing TQM philosophy to management. Employing these TQM principles, the questionnaire was developed and administered to create a self-assessment measure of TQM principles. The reliability and validity of the instrument were evaluated. The relationship between TQM and OP. The empirical evidence, in this study, illustrated the impact of TQM on OP. The results indicated that each TQM element was significantly correlated with at least one of the 9 performance improvements employed in this study. The implication of the findings is that the government of HCM should pursue policies aimed at encouraging training and improving the managerial skills of garment enterprises owner/managers as well as creating the enabling environment for the development of improved modern technologies to transform the business processes on this industry for enforce quality regimes to ensure goods and services produced meet international standards.
