COST-BENEFIT ANALYSIS OF IRRIGATION PROJECTS IN NINH BINH PROVINCE, VIET NAM

Abstract


The cost-benefit analysis of irrigation projects is one of the key concepts in research and in decision-making process of irrigation projects. To determine the costs and benefits of an irrigation project, it is necessary to go through the process of calculating, evaluating, comparing, selecting and analyzing the cost-benefit of the project. This study uses both the secondary and primary data to evaluate the costs and benefits of irrigation projects in Ninh Binh province in the period 2012 – 2017. The results show that the benefits from the irrigation projects in Ninh Binh are high enough to compensate the investment; and there are some significant differences between the farmers’ and the local officials’ perceptions on the costs and benefits of the projects, particularly on the importance, efficiency, and impacts of the irrigation projects. Based on the results, some policy implications are made to improve the efficiency in making investment decisions and implementing the irrigation projects.
